Abstract

Change of environment having the character of turbulent, bringing impact to institution management, not escape education, hence expected have to can alter orientation having the character of proactive as the influence of the change of world-recognized with globalization. Institution higher education represents a mediator between society as a society and inputs an as a service user or higher education. Therefore higher education has to pay attention importance of society according to the outcome with the requirements of the student, and society and pay attention to the quality of education with the Total Quality Management (TQM) approach which during the time used by many in the world of business.
The reason for the base is that education institution output will compete in labor market at the free market which has been started in the 2003 year, where society will come in contact with world cleft people. Therefore require to be drawn up by human resources to anticipate the emulation, passing going concern process (improvement continuous).
TQM approach represents an approach for the management to build a system that focuses on one who aims to increase the quality of the product (yielded services) on an ongoing basis to reach the satisfaction of society. This system work by horizontal entangling all human resource, from top to bottom, extending from upstream to downstream, including input link and output and also the customer.
