Abstract
The background of the existence of a policy of scientific publication in reputable international journals as one of the requirements for the doctoral promotion exam as stated in the postgraduate education guidebook at UIN Maulana Malik Ibrahim Malang gave rise to anxiety about its achievement. Educational guidebooks are basic rules that are binding for both students, lecturers and educational staff, thus, educational guidebooks must be guidelines that must be followed. If the regulations in the guidebook do not match reality, then an evaluation is needed. This research aims to see, analyze and evaluate the achievement of the regulations in academic guidebooks in the form of scientific publications as one of the requirements for doctoral promotion exams. By using quantitative and evaluative research methods. This research is based on data obtained from doctoral program graduates from 2019 to 2021. In the end, this research concludes that scientific publications as one of the requirements for applying for the doctoral promotion exam at the postgraduate course at UIN Maulana Malik Ibrahim Malang have not been achieved optimally. Of the many doctoral program students who do not meet the scientific publication requirements, they can take the doctoral promotion exam.
