Abstract
Research-based performance measurement in the spiritual culture of excellent service to the East Java Regional Office of Directorate General of Taxes III is motivated from the absence of tax reform started in 1983-2012 with an evaluation every year. In 2011 tax target of Rp 875 trillion to 9 August 2011 has reached Rp 380.5 trillion (54.4%) of the budget target, it shows the better performance of the Directorate General of Taxation. The problem that arises is that people need a high confidence, the best service in accordance with the rights and obligations of the government (direktorat jendral pajak), but problems still arise even public concern, such as "Gayus" and lead to public confidence began to fade again. Humans seem to be motivated in doing the work and the results are based on the material or spiritual. Thus this study offers integrated performance measurement concept between public performance and cultural spiritual (faith) with the aim of excellent service to the community. The research methodology used was Partial Least Square (PLS), with the aim of seeking a prototype / test-based performance measurement model of the spiritual. 246 respondents, ie tax pegawa in KPP's in the East Java Regional Office of Tax III, the results showed that the integration of worship, live integration, and the integration of relationships can be used as a measure of employee performance-based spiritual
