Abstract

The rapid advancementof technology is a double-edged sword. While it provideseasyaccess toinformation, it also opens the door to unrestricted access,including personal data. Governmentsworldwide are leveraging technologytoenhance their connectionwith citizensand deliver top-tierpublic services. In this vein, theProvincial Government ofDKI Jakartaas an Indonesian local government,launched a SuperApps called JAKI in 2019 as adynamic platform fortwo-waycommunicationbetween DKI Jakarta residents and local authorities. This research employsempirical juridical methods,incorporatingstatutory and conceptual approaches.Drawing fromprimary sources, includingDKI Jakarta Regional Secretariat Decree Number 99 of 2022 concerning the Citizen Relations Management applicationandinterviews with the Smart City Developer Service Unit,the study demonstrates thatJAKIensures robust data security. The app complieswith ISO 2700,an international standard that regulates information security management systemsand fulfils thethreecorecomponents:confidentiality, integrity and availability.Furthermore,inalignment withAl Farabi'sconceptof information security accountability, the emphasis is placed on collaborativesocialresponsibility between data owners and collectors, represented byDKI Jakarta Provincial Government. This cooperationis bothfairand beneficial, adhering tothe fundamental principles of political philosophy and ethics
