Abstract

Natural disasters are one of the biggest challenges faced by communities around the world, including Indonesia. One of the recent natural disasters is the eruption of Mount Semeru. The impact of this event is very significant on the social and economic life of the surrounding community. In response to this incident, various aid initiatives have been carried out by the government and non-governmental organizations, one of which is through the distribution of Zakat, Infaq, Shadaqah, and Wakaf (ZISWAF) funds. The use of ZISWAF funds in post-disaster situations provides a unique opportunity to examine how this assistance can improve the social and economic resilience of affected communities. With the right approach, ZISWAF funds can accelerate the recovery process and provide positive long-term impacts for aid recipients.

This study will analyze the resilience of ZISWAF recipient communities after the Semeru eruption using the US-IOTWS Model approach. This model offers a comprehensive framework for evaluating disaster resilience through key components such as preparedness, response, recovery, and mitigation. Using this model approach, we can identify the extent to which ZISWAF funds contribute to improving community resilience.

One of the key findings of this analysis is that the US-IOTWS model provides an effective framework for evaluating community resilience after a disaster. By integrating key components such as risk assessment, crisis management, and community empowerment, this model is able to provide a comprehensive picture of the strengths and weaknesses in the disaster response.

In addition, this study found that the distribution of ZISWAF funds that are well-targeted and transparent is very important in ensuring the effectiveness of this program. The active involvement of ZISWAF institutions and the government in the distribution process ensures accountability and maximizes the benefits received by affected communities.

These findings underline the need for synergy between various stakeholders in disaster management. Collaboration between the government, ZISWAF institutions, and local communities has been shown to improve long-term adaptive capacity and community resilience. On the other hand, a number of challenges were also identified, including logistical issues in fund distribution and the adjustment between the scale of assistance and local needs.
