Abstract
Introduction. This study examines the etheses repositories' policy in four universities in Surabaya, East Java. To do that, the researchers investigate the policy formulation process and assess whether the existing policies have considered more 'technical' aspects or content policy, such as data protection, notice and take-down policy, data reuse, and other related issues.
Data Collection Methods. The research method is descriptive qualitative, with primary data obtained from interviews. Other primary sources are policy documents available on each university's repository website.
Data Analysis. The interview data and policy documents were analyzed using the thematic analysis.
Results and Discussion. Repository policies are formulated with the involvement of librarians and library managers, although the advocacy efforts are generally limited, except for Petra Christian University. Documented policies include rector decrees and circulars, and guidelines for thesis preparation. University leadership and organizational culture play key roles in policy formulation and implementing open-access repositories. The repositories studied still need written policies and technical instructions regarding the content. Most universities prioritize a single standardized approach in handling students' theses.
Conclusion. Librarians and university library managers must strengthen their advocacy and understanding of open access. Furthermore, librarians and library managers must formulate and translate repository policies and technical guidelines into written documents and invite other related units to participate.
