Abstract
Divorces in Rembang Regency Indonesia and Melaka Malaysia are consistently low every year compared to other regions. This fact bases the emergence of research that intends to trace the background and reasons that cause the low divorce in the region. The findings of this study are expected to be adopted by other regions so that they can minimize the increase in divorce rates. This research is based on an empirical comparison of two countries with Rembang Regency and Melaka as the locus of the research in the form of a qualitative study that obtains data by interviews. The findings of this research are mapped on two locus. The divorce rate is low because of the accumulation of various factors including the role of Kyai, the religious value system that is embraced and the lack of an urban society. The low divorce rate in Melaka is due to the presence of the government, religious figures and the religious value system adhered to. A comparison of these two regions found similarities, namely the role of ulama and the implementation of religious values are very influential in overcoming domestic conflicts. Therefore, the influence of the government in synergy with ulama as well as masyarakat who implement religious values such as patience, qanaah, mutual help and so on has been proven to reduce the divorce rate so that it can be adopted by other regions.
