Abstract

Community resilience after disasters has become an increasingly important topic today, especially with the increasing frequency and intensity of natural disasters caused by climate change. Community resilience is related to the ability to bounce back after a disaster and includes prevention, preparedness, and mitigation of impacts. The US-IOTWS indicators provide a systematic approach to evaluating community resilience to disasters. Through integrated indicators, the US-IOTWS allows stakeholders to understand the factors that can affect community resilience and evaluate the effectiveness of measures in response to disasters. CCR methods were developed by partner institutions across the region. The Indian Ocean, which has started to guide developments on resilience among the public along the coast in Asia, is the most in need of resilience against disaster eruption.
The findings of this study emphasize the importance of integrating the US-IOTWS Model approach with ZISWAF initiatives in increasing community resilience after a disaster. One important finding is that ZISWAF is an emergency assistance and a long-term mechanism to rebuild a more solid and independent life. In the economic context, allocating funds for micro, small, and medium enterprises (MSMEs) has significantly boosted local economic recovery. On the social side, ZISWAF assistance has increased solidarity and concern among residents, strengthening the social structure of disaster-affected communities.
From the US-IOTWS methodology perspective, this approach has proven effective in comprehensively analyzing community resilience. Collecting and analyzing data covering various aspects of community resilience provides a clearer picture of areas that require intervention. This step is essential to ensure that the assistance provided can provide maximum impact. This model provides a measurable evaluation and a guide for optimizing and increasing the effectiveness of humanitarian assistance in emergencies. In the future perspective, great hopes are placed on the continued development of the US-IOTWS Model to be more adaptive; with the increasing integration of technology and data analytics, the US-IOTWS Model is expected to provide more accurate predictions and support more informed decision-making. In addition, more comprehensive involvement of related parties such as local governments, non-governmental organizations, and local communities must be achieved through collaboration in long-term recovery and resilience efforts.
