Abstract
This study analyzes the interconnected strategies adopted by state institutions, civil society organizations, and community actors in supporting women in conflict with the law in Indonesia and Turkey. Using a qualitative socio-legal approach, the research examines how justice is understood, negotiated, and enacted across legal, religious, and cultural interfaces. Drawing upon interviews, observations, and document analysis, the study reveals that although both countries have established gender-sensitive legal frameworks, their implementation remains hampered by structural gaps, patriarchal norms, and fragmented institutional coordination. In Indonesia, judicial actors emphasize procedural neutrality, while government agencies rely heavily on regulatory compliance without ensuring operational depth. Civil society organizations, such as KOPPATARA and LKP3A Fatayat NU, Aisyiyah, play a crucial role as community-embedded intermediaries that provide legal assistance, psychosocial support, and survivor-centered advocacy. In Turkey, secular legal principles coexist with strong cultural and religious influences, producing inconsistencies in protection mechanisms for women. Across both contexts, women survivors often experience legal fatigue due to bureaucratic burdens, secondary victimization, and limited institutional responsiveness. The study concludes that improving women’s access to justice requires integrated strategies—strengthening gender-responsive legal practices, enhancing institutional collaboration, and supporting culturally grounded community engagement—to achieve more equitable and sustainable justice outcomes.
