Abstract

INDONESIA

Child grooming merupakan kejahatan seksual terhadap anak yang dilakukan melalui pendekatan manipulatif, baik secara langsung maupun digital. Di Indonesia, fenomena ini semakin meningkat namun belum diatur secara spesifik dalam hukum nasional. Penelitian ini menggunakan metode yuridis normatif dengan pendekatan konseptual dan analisis Critical Legal Studies. Hasil menunjukkan bahwa perlindungan hukum masih parsial dan belum menyentuh proses grooming yang bersifat psikologis. Pendekatan hukum responsif menekankan pentingnya reformasi regulasi yang eksplisit, partisipasi masyarakat, literasi digital dan layanan rehabilitasi. Dibutuhkan komitmen negara untuk menghadirkan hukum yang adaptif dan berpihak pada korban anak sebagai kelompok rentan.

Child grooming is a form of child sexual abuse conducted through manipulative approaches, either directly or digitally. In Indonesia, the phenomenon is rising but lacks specific legal regulation. This study employs a normative juridical method with a conceptual approach and Critical Legal Studies analysis. Findings reveal that legal protection remains partial and fails to address the psychological grooming process. The responsive law perspective highlights the need for explicit legal reform, community participation, digital literacy and sustainable rehabilitation services. A strong state commitment is essential to create adaptive laws that protect children as a vulnerable group.
