Pengembangan kepustakaan Islam merupakan sebuah kegiatan yang strategis di perpustakaan di lingkungan PTKIN. Sebagai koleksi yang bersifat inti (core collection), kepustakaan Islam menjadi kekuatan tersendiri bagi perpustakaan. Dalam proses pengembangan koleksi Islam, kepala perpustakaan dan pustakawan masih mengalami beragam hambatan baik yang bersumber dari internal maupun eksternal. Penelitian ini bertujuan untuk menggali permasalahan yang dihadapi dalam kegiatan pengembangan koleksi Islam di 4 (empat) perpustakaan PTKIN di Jawa Timur. Penelitian ini menggunakan pendekatan mix methods untuk menganalisa data dengan kuisioner dan wawancara sebagai instrumen primer pengumpulan data. Hasil penelitian menunjukkan bahwa perpustakaan-perpustakaan yang diteliti belum memiliki kebijakan pengembangan koleksi secara tertulis. Keempat perpustakaan telah menggunakan alat bantu seleksi yang tepat, namun belum memanfaatkan review buku yang berbasis online dan media sosial. Saat ini keempat perpustakaan belum memiliki distingsi khusus dalam koleksi kepustakaan Islam. Dari hasil wawancara diketahui bahwa ada wacana untuk mengembangkan fokus keilmuan Islam yang spesifik. Selain itu, tingkat penggunaan koleksi kepustakaan Islam oleh mahasiswa masih berada di level ‘cukup’. Tantangan dalam pengembangan koleksi kepustakaan Islam bersumber dari dalam dan luar. Dari sisi internal, perpustakaan belum melakukan evaluasi terhadap kebijakan pengembangan koleksi. Sedangkan kendala eskternal adalah masih rendahnya partisipasi dosen dalam pengembangan koleksi perpustakaan.

The Islamic collection development is a strategic activity in the libraries of state Islamic universities (PTKIN). As a core collection, Islamic literature has become a unique strength for Islamic universities’ libraries. However, in order to continuously develop the Islamic collections, librarians and librarians still experience various obstacles both from internal and external sources. This study aims to examine the Islamic collection development process conducted by 4 (four) Islamic universities’ libraries in East Java. This study made use of a mix methods approach to analyze the data. In order to gather the relevant data, questionnaires and interviews were used as the main instruments of data collection. The results showed that the libraries did not have any written collection development policies. The four libraries have used the right selection tools, but have not utilized reviews of books based on online sources and social media. At present, the four libraries have not had any special subjects which potentially emerged as a distinction of the libraries’ collection. Nevertheless, there has been a plan to develop such a special subject of Islamic collection. The use of Islamic literature collections among students were scored as a medium level of use. The challenges in developing Islamic literature collections are sourced both from internal and external sources. Internally, the library has not evaluated their collection development policies. While the low participation of lecturers in the development of library collections emerged as obstacles from external sources.
