Abstract
Malang, as one of the cities with good economic growth, has 1,057 companies with a total employers around 66 007 people. This study aimed to analyze the practice of labor supervising in Malang, its’ problems and its’ optimization efforts. This study was a kind of sociological juridical research with a qualitative approach. The results of this study suggest that efforts of Disnakertrans of Malang in optimizing labor supervising were only in the form of educational, training and technical guidance. Since 2012, there was no increase in the number of employees’ labor supervisors. So that the number of labor violations can not decrease significantly. There are issues faced by Disnakertrans of Malang in performing its duties: the limited number of supervisors; supervisors do not have the authority under the restrictions and freezing of business activities; the temporary suspension of production equipment and revocation of licenses; the regulation, which does not give authority to local governments to determine the number of inspectors; and inspectors who always put nonjudicial form in coaching case of violations.
