Abstract
Science and technology have developed rapidly in the current era of the industrial revolution 4.0. Thus, educational institutions must prepare and design a learning system that is more creative as well as innovative, intending to increase the competence of graduates who are loaded with 21st-century skills. Superior human resources, which includes the skills, attitudes, and character of the 21st-century individual. This character education can be developed in 21st-century skills-based Arabic learning by using the active learning method with several kinds of learning models, namely cooperative learning, problem-based learning, inquiry learning, and project-based learning. There are three stages in learning Arabic based on 21st-century skills by internalizing character education, first: the preliminary stage, which includes orientation, perception, motivation, provision of reference, second: the core stage of learning (core activity), which includes observing, exploring and third: the closing stage, which includes making conclusions, reflection and evaluation, motivation, and closure. While the character values developed in learning are religious, peace-loving, respect/tolerance, hard work, discipline, focus, care for the environment, responsibility, curiosity, creativity, communicative, social care, careful, productive, courageous, and rewarding achievement.
