Abstract

promoting economic growth of a country that adequate infrastructure is absolutely necessary. But it is experiencing financial constraints. The government must conduct an evaluation and find a breakthrough source of funding. In addition the government should improve the performance of the bureaucracy in all ministries and state institutions in setting up a project that could soon be offered
to investors. One of the breakthroughs of the source of funding is to issue Islamic bonds, known as sukuk.

The government has enacted Law Number 19 Year 2008 concerning Government Sharia Securities (SBSN). The provision is used in order to ensure legal certainty for issuing Sukuk. The same problems arise at the local level in the financing of infrastructure. So the success of the central government realize the project through SBSN scheme or Sukuk, can be a stimulus of its sukuk issued in the area of infrastructure financing to overcome the obstacles at the local level. So research to answer these issues with the method of literature study used secondary data obtained from the publications from a variety of sources. Furthermore Focus Group Discussion
(FGD) to determine the general description of the sukuk issuance of Regional and Local Sukuk issuance identify constraints in terms of regulations and institutions. Then In-depth interviews, focused to dig deeper than the potential of Sukuk issuance Region and as a next step in the FGD. Furthermore, the seminar to disseminate the results of the review of this policy papers and to get input on the Regional Sukuk issuance.

The approach used to reveal the potential of Sukuk in Financing Infrastructure in Malang is a SWOT analysis. The approach will then be used to identify various factors systematically to formulate a strategy. This analysis is based on the logic that maximizes strength (strengths) an opportunities (Opportunities), but simultaneously can minimize your weakness (weakness) and threats (threats).

Based on the research conclusion to be drawn that showed that the yield of alternative strategies with the highest weight ias a strategy weakness – opportunities (WO), translated as a strategy that minimize the weakness that exist in the region to exploit the opportunities that exist. This situation show that government has enough weight Malang, namely how to realize the development with conditions that favor the middle to lower so that the optimal economic growth with equitable prosperity. Thus the growth of the industry Malang can synergize with improving the quality and quantity of human resources in Malang. So the potential of sukuk
issuance in the region to support infrastructure financing in Malang become urgent.
