If hose transportation are applied to the distribution of cassava in East Java, they will produce a wide variety of policies that can be selected. A good choice is an optimal ad balanced policy. An optimal indicator of this theory is the minimization of transportation costs. This indicator appears when analyze the data through the ABQM program with various options that can be taken by a manager.
