Abstract

This study aims to develop and validate a structural model for the quality of teacher education within the framework of the Sustainable Development Goals (SDGs), specifically Goal 4 (Quality Education). Utilizing a quantitative approach with Partial Least Squares Structural Equation Modeling (PLS-SEM) for the Indonesian context and a qualitative comparative study for the Turkish context, this research introduces the P-TEQ 1.0 model. The structural analysis identifies Government Policy as the fundamental driver with the highest impact on the teacher education ecosystem, significantly influencing learning models, curriculum, human resources, and teacher competence. Access to Technology also emerges as a strategic factor with high importance and performance. However, the Importance-Performance Map Analysis (IPMA) reveals a negative correlation between Teacher Achievement and perceived education quality, indicating that the uniform design of the online Teacher Professional Education (PPG) program fails to meet the specific needs of high-performing teachers. Furthermore, the comparative analysis highlights a distinct dichotomy in Islamic teacher professionalism: Turkey employs a centralized, state-centered mechanism where certification is linked to religious legitimacy, whereas Indonesia adopts a flexible, community-based approach. The study recommends the implementation of differentiated learning pathways and strengthened digital infrastructure to enhance the effectiveness of teacher education programs.
