Abstract
Inclusive education is defined as: guaranteeing access to education for individuals who have special needs, implementing learning for children with special and normal needs in the same institution, which means they no longer have to study in different places, educators, learning resources, and learning facilities, as well as learning integration for children with special and normal needs in the same institution. The aim of this research is to reveal how the concepts, values and strategies of inclusive education are limited to the analysis in Surah 'Abasa 1-10. This research method is qualitative with the type of library research, the primary data source is four tafsir: Tafsir Ibnu Katsir, Tafsir fi Zhilalil Qur'an, Tafsir Al-Misbah, and Tafsir Al-Azha, the data collection technique is documentation, the data analysis technique is analysis content, combines interpretation methods, language analysis as well as inductive, comparative and muqarin methods, so this study is descriptive comparative analytical in nature. The findings of this research reveal that the concept of inclusive education in Surah 'Abasa 1-10 is (1) the concept emphasizes the obligation to generalize attitudes, education, services to both disabled and non-disabled people, the prohibition of forming prejudices against foreigners who do not yet know the truth, the obligation to have good and noble ethics by avoiding acts of criticizing each other, ridiculing each other, calling them bad names and equalizing diversity for existing shortcomings. (2) the value of education emphasizes uniting in bonds of brotherhood, namely by getting to know each other so that a sense of love and affection, a sense of responsibility and justice which includes the education sectors grows. (3) an effective strategy is the presence of a companion teacher in each class who helps ABK and uses lecture or behavioristic methods with direct interaction.
