Abstract
This thesis examines the inclusive education of minority children in Indonesia. The minority children examined here include children from religious and ethnic minorities, children with disability/special education need (SEN), and children belonging to the Adat Indigenous community. Inclusive education was officially introduced at the Salamanca world conference in 1994 as a promising a new pedagogical approach. Since then, it has become a global education reform, with the cornerstone of this reform lying in the inclusion of minority children. The overarching question of this thesis was “To what extent does the Indonesian education system meet the needs of minority students and offer them an inclusive education?” To answer the question, this thesis examined the Indonesian government laws, regulations, and policies on education and compared them with practice by exploring voices within schools, including the views of school principals, teachers, children, and parents.
Bronfenbrenner's Ecological Systems Theory was used as the theoretical frame for this thesis. A multilevel mixed-methods research design was employed, involving data collection through surveys, document analysis, and interviews with school principals, teachers, and children from both minority and non-minority groups. Drawing data mainly from primary schools in Indonesia, the experiences of the children from minority groups in schools and the classroom practices of the teachers (microsystem), families’ perspective (mesosystem), and the government’s policies on inclusive education of minority children (exosystem & macrosystem) are described.
