Abstract

This presentation examines learning planning in higher education by emphasizing the conceptual distinction between curriculum studies and learning studies. Curriculum is positioned as the formulation of learning goals and content, while learning focuses on how those goals are achieved through the organization, delivery, and management of instruction. The material also presents the learning system as an integrated process that connects curriculum, planning, implementation, development, program evaluation, lecturers, students, teaching materials, learning resources, facilities, media, and learning outcomes. In addition, it outlines curriculum development stages that consider internal and external factors, including SWOT analysis, tracer studies, stakeholder input, selection of subject matter, student centered learning approaches, and the formulation of graduate profiles and learning outcomes. At the course level, the syllabus is described as a one semester learning program that translates competencies into content, learning activities, indicators, and assessment. Overall, the presentation affirms that learning planning is a strategic foundation for improving instructional quality and achieving learning outcomes in higher education.
