Abstract
The use of English as a lingua franca (ELF) has been widely recognized in that it has spread not only in Europe and America but also in Asia. To support the teaching of English in lingua franca contexts, ELF frameworks have been developed. The implementation of these frameworks has been challenging, for example in the Malaysian context where the use of standard British English remains pervasive. Our chapter aims to examine a teacher’s discourse of teaching English in a primary school in Indonesia in relation to Kirkpatrick’s and Kobayashi’s ELF frameworks. Following the analysis of the teacher’s discourse, we will make a specific proposal on the integration of Foucauldian power relations into the existing ELF pedagogical frameworks. Our proposal of an ELF framework in the ASEAN context that incorporates Foucault’s concept of power relations will be followed by some suggestions for teacher education to push forward the teaching practices in primary school to better accommodate an ELF framework for ASEAN Integration.
