Teachers are one of the parties who have experienced many difficulties in implementing online learning during the Covid-19 pandemic. One of these difficulties is the difficulty in designing learning that suits online learning needs. These difficulties can have an impact on the less than optimal implementation of learning, so that the meaning of learning is not obtained by students. This study aims to explore these difficulties. Researchers used quantitative methods with a survey research design. Data collection using online questionnaires. The population of this study were all elementary school teachers in East Java Province. The data collection instrument was in the form of 10 questions in a questionnaire distributed online via Google Form. The indicator of teacher difficulties consists of 3 components, namely 1) The difficulties of the teacher regarding the learning platform used, 2) the difficulties of the teacher regarding the quality of online learning and 3) the difficulty of the teacher in developing the learning design. The questionnaire uses a Likert scale with a score range of 1-5. Data analysis was performed using the percentage method. Researchers calculated each percentage on each question item based on the response from the respondent. The results showed that on the indicators of using the learning platform, 53.95% of teachers experienced a high level of difficulty, 64.47% of elementary school teachers only knew the WhatsApp platform. In addition, as many as 50% of teachers still experience difficulties in using technology. Meanwhile, on the indicators of learning quality, 46, 15% of teachers feel that online learning is very boring. As many as 64.47% of the teachers also felt very bad at teaching.
