Abstract

As higher education institutions transition towardcompetency-based frameworks, Outcome-Based Education (OBE)has emerged as a pivotal model for aligning curriculum withmeasurable learning outcomes. In the context of Islamic highereducation, the integration of OBE remains a growing area of interest.This study explores the implementation of the Outcome-BasedEducation (OBE) curriculum in the Arabic Language and LiteratureStudy Program at the Faculty of Humanities, Universitas IslamNegeri Maulana Malik Ibrahim Malang. It focuses on insights fromthe program coordinators and examines the challenges encounteredduring the implementation process. Employing a phenomenologicalapproach, data were collected from primary sources, including thehead and secretary of the study program, through direct observationand in-depth interviews. The data were analyzed using interpretativephenomenological analysis. The findings reveal that theimplementation process involves several stages: curriculum review,dissemination of OBE policy to faculty and students, and ongoingmonitoring and evaluation. Key challenges include faculty andstudent readiness to adopt new approaches, resistance to change,difficulties in accurately measuring learning outcomes, limitedresources and facilities, and time constraints. To enhance theeffectiveness of OBE implementation, it is recommended thatinstitutions provide targeted professional development, improveinfrastructure support, and promote a collaborative academic culture.Future research could explore cross-institutional comparisons andlong-term impact assessments of OBE-based curriculum reforms.
